How independence is protected
The people remain private. The standard does not.
Confidentiality protects panel members from lobbying and pressure. The secretariat checks completeness and eligibility, while the independent panel assesses eligible nominations. The same standard applies whether her contribution comes from a farm, shop, home, school, clinic, community or company.
